Introduction

Ruffle is an open-source emulator for content made for Adobe Flash Player, which Adobe stopped supporting at the end of 2020. Its README: “Ruffle is an Adobe Flash Player emulator written in the Rust programming language.” Ruffle is best known as a browser extension and desktop player; this is its native Android app, started by Attila Török in 2022 and adopted by the Ruffle project in 2024 as its official Android application. The team wrote at the time that it supports “most Flash content - even online games like Transformice work!”

Every release is a dated build, version 0.261026 being the one from 26 October 2026, and all are marked as pre-releases.

How it works

  • Open a movie by typing its web address and tapping Open URL, by choosing Select a SWF to pick a file, or by opening a .swf file or link from another app.
  • Controls: touch works as the mouse. An on-screen keyboard with the arrow keys, letters, digits, space, Ctrl and Alt appears in portrait mode, for games that need keys, and a physical keyboard works too. A button opens the movie’s Flash context menu.
  • Saves: games that save their progress keep it in the app’s private storage.
  • It runs full screen, with letterboxing for movies of other shapes.

Ruffle’s own compatibility figures, from 13 October 2026: ActionScript 1 and 2, used by older games, at 99% of the language and 82% of the API, and ActionScript 3 at 90% and 82%.

What goes online

Nothing when the app starts, and nothing when you play a SWF file from your phone, unless the movie itself loads something. When it does, or when you open a web address, from the code:

  • Requests go out with the user agent Ruffle/<version>, and plain http addresses inside movies are upgraded to https.
  • Movies may open network connections to any server without asking, and links a movie opens go to your browser without confirmation.
  • Since 0.261008, HTTPS certificates are checked against Android’s own list of trusted certificate authorities instead of a list built into the app. For certificates from public authorities, the library that does this says Android may also go online to check whether a certificate has been revoked, when the server doesn’t send that information itself.
  • Requests to fpdownload.adobe.com, Adobe’s old server for Flash components, are redirected to cdn.ruffle.rs; requests to MochiAds, a defunct Flash ad network whose domain is for sale, are blocked.

There are no analytics, crash reports or update check.

About this file

  • This is the developer’s own build of version 0.261026 for 64-bit ARM, signed by Attila Török and byte for byte the APK on the project’s GitHub release, which F-Droid distributes unchanged after checking it builds reproducibly. Ruffle isn’t on Google Play, and the Android app isn’t listed on ruffle.rs. This release updates Ruffle’s core and Rust dependencies but claims no separate Android-interface feature.
  • The 33.1 MB file runs on Android 8.0 and later and declares 2 permissions, internet access and one that AndroidX adds for internal use.
  • Ruffle is licensed under the MIT or Apache-2.0 licence, at your choice. It includes a subset of the Noto Sans font as its fallback font: “Copyright 2022 The Noto Project Authors”, licensed under the SIL Open Font License 1.1, a notice the app itself doesn’t display.
  • Adobe and Flash are either registered trademarks or trademarks of Adobe in the United States and other countries. Ruffle is not made by Adobe.
  • The screenshot, from F-Droid, shows the start screen.

Common questions

Is this APK the official Ruffle release?

Yes. It is the developer-signed release of Ruffle 0.261026 that F-Droid distributes, which F-Droid publishes only when its own build from the source code reproduces it. Its SHA-256 matches F-Droid’s signed index, and it is signed with the developer’s certificate (SHA-256 294d74ce86d1f72038f9c4530dd2776b547f47272ca761805f996b088c626fc6).

What Android version does Ruffle need?

Android 8.0 or later (API level 26). Version 0.261026 is built for Android 15 (target API 35). Needs a 64-bit ARM phone; 32-bit-only devices are not supported.

Can Ruffle access the internet?

Yes. The APK requests Android’s internet permission. In total it declares 2 permissions, and none of them needs your approval first.

Does Ruffle contain trackers?

No known trackers: our scan of version 0.261026 found no code matching the Exodus Privacy tracker signatures. The scan covers known tracker libraries; it doesn’t show what data the app itself sends.

Is Ruffle open source?

Yes. Ruffle is released under the MIT licence, and its source code is published at https://github.com/ruffle-rs/ruffle-android.

Does it come with games?

No. You open a SWF file from your phone’s storage, type the web address of one, or open a SWF link or file with Ruffle from another app. The app contains no Flash content of its own.

How much Flash content works?

Ruffle’s compatibility page on 13 October 2026 put the older ActionScript 1 and 2 at 99% of the language and 82% of the API, and ActionScript 3 at 90% and 82%. In practice it depends on the movie; from the libraries in this build, videos in the H.264 format most likely don’t play.

Is it a finished app?

No. Its README says “It is in a very early stage”, the start screen says “Some functionality may not be implemented yet!”, and every release on GitHub is marked as a pre-release. The Ruffle team wrote in 2024 that it was too early to publish it on Google Play.

Does it go online?

Only when you open a web address, or when the movie you play loads something. From the code, movies may connect to any server and open links in your browser without asking first. Requests a movie makes to Adobe’s old download server go to Ruffle’s own instead.
